The Research On Upgrading The Public Service Capability Of County Government In China

Administrative services are the trend of the world development.Along with the gradually mature of the socialist market economy inChina, and the entry into WTO, to build a service type government hasbecome the target of our country’s reforms which has been recognized bythe people. On2007, the17th Party Congress clearly proposed the targetthat to perfect public service system, to improve the ability of governmentpublic service, to construct all-round service type government. Under thisbackground, the county government, as the basic government, is givenmore responsibilities in the urban and rural development, new rural areasconstruction and the implementation of public service functions. Itspublic service ability directly affects the effect the construction of theservice type government. At present, our county government publicservice ability is still far away from the requirement for constructing aservice type government. It cannot meet the people’s demand for publicservices. The conflicts between the two parties are becoming more andmore harder. So to study how to improve the service capacity of thecounty government has been rather urgent.This article is based on the research of relevant articles about servicetype government and government public service ability and other relatedtheoretical literatures. It’s a summary of China’s county governmentpublic service present situation. It analysis the main factors whichinfluenced the public service ability of county government,it gives outsome suggestions to solve the shortage of the county government publicservice ability.
