Deaf college teacher professional development is not only a prerequisite for deaf education, but also an effective measure to improve the quality of deaf education and school content development, which plays an irreplaceable role for the deaf to return to the mainstream of the deaf community (society) and to realize their own social value. However, deaf college teacher professional development has been in a state of overall low degree, fuzzy professional beliefs, professional knowledge, professional skills and professional competencies lagging behind for a long time, resulting from every aspect such as society, school, teachers themselves and so on. The students in this state move farther and farther away from the dominant (mainstream) society, and cannot get rid of the plight of relying on others to survive; meanwhile, they breed their bad habits of being indolent and steal into bad habits, causing heavy burden to society and their family. Therefore the development of deaf school teacher specialization is an urgent responsibility request for the Deaf Educational Department.This research discovers the problems which in the deaf school teacher specialization development exist by the literature search, the theoretical analysis primarily and auxiliary methods of interview and so on, analyses its reason, and establishes the theoretical basis of the deaf school teacher specialization development - -"theory of special needs education". It works out the countermeasures for deaf college teacher professional development, in view of the standard of view of goal, curriculum, teachers and students, as well as the society factors, school factors and teachers themselves factors that influence teacher specialization development problem.Any education concept has oriented, normative characteristics. As for the concept of special needs education established on the basis of deep (profound) understanding of special education law, to a certain extent, it reflects the essence and the characteristics of the times of special education, with advanced ideas of special education development, showing international, guidance, and targeted features. The special needs education concept has developed the good and discarded the bad comprehensively on the traditional concept of " disability " and "defects", "isolation" and "charity", bringing the new dawn for the special education enterprise. To develop the deaf school teacher specialization by taking this idea as the instruction is the present era's necessary requirement for deaf college teacher professional development, the ideal road for it as well, has provided the scientific reference for special education's teacher group management and construction.Specific thesis framework consists of four parts:The first part: Introduction. On the basis of the available (mastered) research data and literature review, combined with related level of research, this research presents the aim and significance of it, and develops the research methods and ideas. The second part: This part is the overview of deaf college teacher professional development from the perspective of special needs. It is the definition to the important concepts in this research and the explanation on the significance of deaf school teacher specialization development.The third part: This part mainly deals with the problems which in the deaf school teacher professional development exist and the causes of them.The fourth part, the significance of special education idea to deaf school needs of teachers' professional development.The fifth part, establishing countermeasure of formulate deaf college teachers' professional development, aiming at the deaf college teachers' professional development problems and reasons of the combination of special education concept of the objective need view, the course view, teachers and students view requestThe first, according to the special needs and education degree required to improve teachers' qualificationsThe second, establish professional beliefs of satisfied deaf education born special needsThe third, according to the standard of the born deaf's special needs education, multi-channel to promote teachers'professional quality.
