Since reform and opening over thirty years, Xi'an education has made great development and improvement with complete education system formed. But with economic development and improvement of people's living conditions, the current education resources couldn't satisfy the people's demands. Especially for urban elementary education, the contradiction of unreasonable education resource allocation is becoming more urgently. So it is a challenge to Xi'an education"how to reasonably allocate education resource and realize education justice".Based on the systematic carding domestic and international education resource allocation problems about foundation based on the study of education resources, using education justice-theory and resource theory, and from xian city basic education resource allocation problems of human resources, material resources are the influence factors are analysed, "how more rational configuration of education resources and realize education fairness" put forward six Suggestions:building new concept of education equilibrium different from the original; establishing a balanced and central input mechanism to guarantee the relevant expenditure; forming an efficient and fair management system of teacher recourse; setting the criteria for allocation of school facilities; establishing a common platform to share the education information; and creating a permissive and equal education environment for migrants.
