Internet takes people into a new culture space which beyond Space-time obstacles because of its popularization. Due to breaking the form of traditional culture's communication and rules, some social problems caused by the Internet are inevitable. This study bases on cultural perspective and cultural philosophy,moral cognition development theory,theory of communicative action,life world theory, and uses survey research,literature survey and other scientific methods effectively to reveal the free and open network culture enhancing teenagers' consciousness of question, helping teenagers forming multiple value orientation and effectively promoting teenagers' formation of international moral consciousness by analyzing and summarizing the investigation data. However, due to immature and instable physical and mental development, teenagers can not reply the challenge of moral concept,moral judgment,moral concepts etc in the environment of network culture so that this situation makes their moral cognition which guide and imply moral behavior presents a serious negative impact. Such as, network culture weakens the teenagers' understanding of moral concept and moral knowledge; Network culture weakens the teenagers' moral resolution capability and challenges their anti-allure; Network culture aggravates teenagers the trend of secular utilitarian on moral situational judgment; Network culture indulges the prevalence of teenagers' individualism; Network culture weakens the adolescents' network morality and the real moral consciousness.Therefore, in order to effectively strengthen the education of teenagers' moral cognition and enhance the exercise of teenagers' moral judgment,moral reasoning and moral choice, making them forming the cognition which conforms to the social ethics and moral orientation in this practice and making them coordinating their moral emotion and moral will consistently so that guiding the corresponding moral behavior under the correct moral cognition, school must be follow the teenagers' self construction principle, complexity principle, gradual principle and teaching students according to their aptitude, adjusting measures to local conditions in the process of moral education. We must innovate the content of moral education base on moral education target ,in order to guiding teenager understood the moral concepts accurately; We must change the method of moral education and enhance the ideational skills so that improving the teenagers capability of anti-allure and moral resolution capability; We must pay close attention to teenagers cognitive process and strengthen the practice to making them forming a fair value judgment tendency; We must attach importance to cooperative learning and lead teenagers forming the correct self-determination consciousness; We must highlight the mainstream morality and coordinate the teenagers' network morality and realistic morality; We must reinforce comprehensive practical activity and promote teenagers' ability of moral cognition. Meanwhile, school must cooperate with the teenagers' family actively in order to improve the moral education, and finally improve the teenagers' ability of moral cognitive. So the parents must pay close attention to the effect of environment and set up a good family atmosphere; they must be strict with themselves and set up a good cognitive models; they must cooperate with school and enhance the self moral education of teenagers; they must attach importance to guidance and help teenagers cultivating a good virtue habit.
