The new round of basic education curriculum reform has reached a critical period which has experienced ten years since 2001.With the deepening of the reform of curriculum, people pay more and more attention to the study on the implementation ability of curriculum policy, and clearly realize the function and the value of the implementation ability of curriculum policy in curriculum policy implementation process. The education administrative departments and personnel at the county level as the basic department plays a vital role. Especially in the process of curriculum policy implementation , the education administrative departments at the county level as the subject of policy implementation directly affects the effective implementation of the curriculum policies. On the one hand, from the theory value, according to the specific circumstances of counties, the study could broaden the research scope of curriculum policy. On the other hand, from the practical value, it is necessary to analyze the effect of the implementation of the curriculum policies from the angle of curriculum policy implementation ability, thus assuring the compulsory education curriculum reform comprehensively and deeply. Therefore, the study on the implementation ability of curriculum policy of compulsory education in counties has important theoretic value and practical significance.This dissertation regards the implementation ability of curriculum policy of compulsory education in counties as the research object by using the literal research, policy research and logical contemplate, analyzing from the management science, policy learning, administrative science, education and so on. The dissertation aims to improve the implementation ability of curriculum policy of compulsory education in counties. With the background of the new round of foundation education reform, this dissertation explores countermeasures to improve the implementation ability. This dissertation discusses several problems of the implementation ability of curriculum policy in counties, in order to provide some policy advice for the implementation ability of curriculum policy of compulsory education in counties.This dissertation introduces some related concepts from different dimensions and levels, mainly including implementation ability, curriculum policy, the implementation ability of curriculum policy and other related concepts, in order to clear the concepts of the dissertation. This dissertation puts forward the main problem of the implementation ability of curriculum policy in counties on the basis of the concepts. The problems mainly displays in six aspects: the first one is lack of county characteristics; the second one is lack of awareness; the third one is lack of resolutely implement; the fourth one is lack of coordination, the fifth one is lack of effective evaluation; the sixth one is lack of effective supervision. In order to solve the above problems this dissertation analyses the influencing factors of the implementation ability of curriculum policy in counties which mainly including four aspects: the first one is the curriculum policy itself; the second one is the subject of curriculum policy implementation; the third one is the environment of curriculum policy; the fourth one is the research object of curriculum policy. According to the above factors and on the basis of the existing relevant theoretical research and curriculum reform on the policy area, this dissertation puts forward a practical analysis framework for the compulsory education in counties. Through the analysis of problems, this dissertation puts forward some corresponding measures which mainly including four aspects: the first one is to strengthen curriculum policy research of county applicability; the second one is to strengthen the subject of curriculum policy implementation; the third one is to establish and perfect the evaluation system of curriculum policy implementation ability; the fourth one is to establish and perfect the guarantee mechanism of curriculum policy implementation ability.The innovation of this dissertation is mainly reflected in the following aspects: firstly, this dissertation is from the perspective of counties and provides theoretical basis for the implementation ability of curriculum policy of compulsory education in counties. Secondly, this dissertation analyses from the public administration, management, education, puts forward the problems objectively, comprehensively, systematically, and deeply analyses the related factors from various angles. Thirdly, this dissertation proposes the specific measures according to the specific circumstances and local conditions of counties.
