| S District has embarked on its endeavor of general and vocational education integration since 2012.The past 6 years have witnessed such an undertaking’s vigorous rise and downfall.The effort to push forward the integration of general and vocational education by S District is daunted by various setbacks.On that account,no substantial outcome for reform has been achieved.What is the underlying cause that tremendous difficulties and complication are still impeding the pace to develop and implement the integration of general and vocational education,in spite of the impetus of a series of policies launched by the party and the government? On top of that,the activities for promoting general and vocational education integration in many places just amount to matters of formality.The phenomenon that the policies pertinent to the integration of general and vocational education have yet achieved the targets as expected also shed light on a new perspective,namely to reflect on the issues thereof from the standpoint of policies implementation.By taking the implementation of the policies pertinent to the integration of general and vocational education in China as the research object,this paper carries out a study on the policies regarding the specific implementation to integrate general and vocational education in S District at county level as the foothold.On the grounds of the previous research findings on educational policies implementation in both the domestic and foreign domain,the research methods adopted thereof include literature review,comparative analysis,investigation and policies discourse analysis among others.By investigating the implementing subject,object,resource and means of the policies regarding general and vocational education integration of S District,this study has probed into the process to implement the policies regarding general and vocational education integration.It is found that such following problems exist in the implementation of the policies regarding the integration of general and vocational education in S District:(1)The values of the implementing subject are misplaced;(2)The interaction channel between general and vocational education are obstructed with incompatible practice of policies;(3)The problem of "Top Leaders" are to an extreme extent;(4)The clash of values between implementing subject and object gives rise to resistance to the policies implementation.In response to the aforementioned problems,the author hereby puts forward seven suggestions for improving the efficacy of the implementation of the policies regarding the integration of general and vocational education in S District.(1)Enhancing the scientific connotation of the policies regarding the integration of general and vocational education;(2)Optimizing the implementing subject’s efficiency to put the policies into practice;(3)Entitling the implementing object with corresponding power to take a part in the implementation;(4)The functional departments shall strengthen their supervisory efforts and establish supervisory mechanism.Via the research in this paper,the author hopes to contribute to improving the decision-making for the policies regarding the integration of general and vocational education and to strengthening the implementing efficiency of these policies,so as to promote the development of the integration of general and vocational education in China.(5)Transforming the traditional values and reforming the model of senior high school and college entrance examinations,and fundamentally pushing forward policies implementation. |
