With the globalization of world economy, the development of civic education in many countries is considered to be more and more important, and its contents and meaning has been enriched and expanded in various degrees. Due to various historical, political, cultural, psychological and other reasons, civic education hasn't got a relatively independent status from content to form, which makes it difficult to perfect the personality of students and promote the role of democracy and politics. Through the analysis of civic education in Taiwan, the author expects that it could be useful for the subject setting and the exertion of the roles in civic education in the future. From three historical periods, this paper has made a brief introduction of the evolving track and content setting of civic education in Taiwan with historical documents, comprehensive, comparative analysis and other methods. On these bases, this paper has analyzed the guidelines, the content systems and the implementation approaches in current primary and high school education, and then demonstrated its advantages:traditional ethics plays an importance part in it; it has the comprehensive and integrated connotation; it shows the epochal characters. At the same time, this paper also revealed some issues, such as the existence of political interference, the conflict between value orientation and reality running, and so on.The revelations that civic education in Taiwan has given to the mainland are as follows:firstly, we are to improve the political education, promote the development of civic education and make efforts to cultivate modern citizens'basic qualities, such as the awareness of civic rights, the spirit of democracy and equality; secondly, based on the needs of citizens'growth and development, the democratic political development and healthy social development, we should build step by step a civic education system with Chinese characteristics; thirdly, we are to implement a student-oriented thinking, help students improve their cognitive, develop their ability and social adaptation, and enhance their independence and cooperation; lastly, we should further widen the ways of students'participation in the society. Schools, families, communities, governments and the media should exert their influence on civic education. At the same time, we are to focus on the combining of knowledge with practice, in order to cultivate qualified citizens.
