The stage of basic education is the key period in which teenagers learn their knowledge, establish correct values, and develop their skills. All countries in the world regard cultivating qualified citizens as the primary goal of the basic education, which is achieved through specialized civic literacy education curriculum or integrated civic literacy education system. In our country, with the development of modernization and civil society, the civic literacy required for participating in social and political life is becoming higher and higher. However, this is a significant fact that there are still many problems existed, such as indifferent citizenship awareness, the deterioration the social morality, insufficient social morality awareness, and limited participating skills and so on. Therefore, realizing the modernization of people and cultivating students’ civic literacy is important mission of the basic education, in which the civic literacy education curriculum is the main force to realize the mission. Obviously, the implementation and development of the civic literacy education curriculum has become the urgent calls and requirements. Actually, the civic literacy education is far from the curriculum system, and there isn’t special civic literacy education curriculum in the basic education. Thus, in this context, it is significant to explore and construct civic literacy education curriculum. In view of this fact that the curriculum content is the core of curriculum system, and it embodies the intrinsic shape of curriculum, this paper aims to construct the content system of civic literacy education curriculum and make a useful reference for the construction of civic literacy education curriculum system.This thesis is comprised of seven sections. The introduction part of this thesis discusses the origin of this study, illustrates the theoretical and practical significance ofthe research, defines the core concepts, reviews the domestic and foreign related research, and proposes basic ideas and methods of this research, which lay the foundation and point out the direction for this study.The first part is about the significance of the content system construction of civic literacy education curriculum in primary and middle education. This paper investigated the necessity of the construction of the civic literacy education curriculum content system based on four aspects which including social, cultural, personal and curriculum,intended to clear the significance and realistic basis of the construction of the civic literacy education curriculum content system in elementary and middle education.Specially, the construction of the civic literacy education curriculum system is an urgent need for China’s social transformation, the necessary require for the development of social culture, the prerequisite to cultivate the qualified citizens, and the inherent requirement of the development of civic literacy education.The second part is about the historical and realistic foundation of the content system construction of the civic literacy education curriculum in primary and middle education. This article not only summarizes the development of the civic literacy education curriculum and rethinks the realistic problem of the civic literacy education curriculum content system in the Basic education, but also inspects the development trend of foreign civic literacy education curriculum content, in order to clear the realistic foundation of the content system construction of the civic literacy education curriculum.The third part is about the value orientation of the civic literacy education curriculum content system in primary and middle education. This paper holds the standpoint that the goal of civic literacy education curriculum is to cultivate the participating active citizenship, and the “active citizenship” is the value orientation of the civic literacy education curriculum content system based on the present situation of the social economic development in our country, the accomplishment status of the students’ civic literacy, and the development trend of the foreign civic literacy education curriculum.The fourth part is about the basic principles of the construction of the civic literacy education curriculum content system in primary and middle education. This paper thinks the content system construction of the citizenship education curriculum must follow the principle of multi-dimension of formal structure and the principle of dynamic balanced of value connotation.The fifth part is about the construction of the civic literacy education curriculum content system in primary and middle education. This paper put forward the content category of civic literacy concept and the social orientation level category of the individual citizen are the dimension for the theoretical framework of civic literacy education course content, and believes the content system of civic literacy education curriculum in the basic education is an organic complex which mainly including the civil knowledge education, the civil consciousness education, the civil capacity education and the civil behavior education.The conclusion part of this thesis is about the further thinking about how to implement the content system of citizenship education curriculum in elementary and middle education based on the summary of this research, which in order to provide useful reference for the follow-up study.
