This paper taking the teachers'rotation system in Primary and secondary as the object of studying, adopting the System changes theory of the new system economics as theoretical tools, utilizing literature analysis and interview for basic research methods, has established the system of teachers' rotation theoretical analysis framework, and basing on this, analyzed the dynamics mechanism, path dependence, route choice of the teachers'rotation system, expecting that we can transcend the path dependence of the teachers'rotation system changes and improve itself.In the influence of internal and external force, some local governments in our country continue to explore and force the teachers' rotation system to change, based on advanced overseas experience. However, because of influence of lower cost and benefit factors, tough obstacles to ideology, and inherent defects of forced system changes, our teachers'rotation system shows the path dependence phenomenon on thoughts, system, action:constraint of traditional imperial examination system and durance of lifelong tenure; restraint of urban-rural system and influence of lagged educational system reform; lower degree of openness of operating procedure and incomplete supporting measures. In order to get rid of the path dependence, we can choose the paths from the following three aspects:the first is promoting the thoughts to achieve a breakthrough; the second is improving the teachers'rotation system and its supporting measures; the third is changing the method of teachers'rotation system, from forced system change to forced system change and induced institutional change which is combined.
