With the approach of knowledge economy and studying society, education is facing a serious challenge. As the meso-level of education reforms, the construction of modern school system has been the hotspot problem that educational circles and the general puplic show solicitude for. Through the construction of modern school system, the basic aim of school system reform is to creat a external environment that is benifitical to the development of schools to solve the institutional barriers which affect the development of schools for a long time. In recent 20 years, modern school system has achieved much fruit by theory research and practice, but there are still some problems. Agreement has not been reached about some basic problems of modern school systerm. There is no doubt that this problem becomes the obstacle of modern school system reform and innovation and conditions the function of school.Based on the background of social tranformation, this paper looks back the change of modern school system in our country from the dynamic angle of system changes, analyses the features, problems and reasons of the change of modern school system in our country and comes up with solutions using literature review and historical approach. At the same time this paper uses the theory of system change in new institutional economics and analysis method of the institutionalism, in the perspective of the new institutionalism.The first part in the paper states the background of the subject, research purposes, meanings and methods, comments the research home and abroad and defines the conceptions. The second part is the theory base of the research. It analyses the theory of the system change in new institutional economics which provides the frame of thinking of the research of the change of modern school system. The third part discusses the frame of the analysis of modern school system in our country. The fourth part looks back the course of modern school system change and analyses the features of modern school system change. The fifth part points out the problems and reasons in modern school systerm change and comes up with solutions.
