Research Questions Of Institutional Change Path Perspective Private Schools Depend On The Transition

A system change is driven by different stakeholders. The emergence and development of private secondary schools are adapted to the changes of social environment, political environment and social consciousness.Private secondary school in its early stage of development takes the induced system change model. Investors saw the potential benefits of founding a private secondary school, and then established it in succession. Due to the imperfect laws and regulations, the problems of private secondary school began to show. Some private schools take "hitchhike", monopoly of excellent teachers’resources, high quality educational resources, which is not conducive to the balanced allocation of compulsory education resources and development. The national policy system changes, which results in the mandatory situation that illegal private secondary school has to change to a legal one. However, mandatory system change model for private secondary school is not conducive to stableness of private secondary school teachers and teaching situation. Private secondary school system change is facing big challenge.Based on the policy environment and social environment, this study reviews the course of system change in X Experimental School from the view of new institutionalism, analyses the main body, the variable quantities and the nature of the school system change, then pointed out the problems and the reasons of path dependence in this school, finally puts forward corresponding path choices.This study found that interest factors and ideological rigidity block are the reasons that the private secondary school system change moves towards malignant path dependence. Therefore, only through the path of transformation of the social idea, mode of school change system, school management system and its supporting system construction, can the private school system changes move on the perfect development road.
