In recent years, although the national finance in education investment has increased sharply, school conditions have improved markedly, and running level of school management has been enhanced unceasingly, there still exists certain disparities among the educational supply and demand of high quality education such as the unreasonable intercollegiate, urban and rural, and regional educational structure and layout and the imbalance of educational development. The management system reform authorized by rural compulsory education schools in Shanghai has just met this historic requirement and provides us new ideas, namely, reconstruction of weak schools and promotion of balanced compulsory education development. This new mode of management is implemented by the administrative department of education who entrusted resources to primary and middle schools of rural areas where compulsory education quality is relatively weak.Based on practice of shanghai, it is quite necessary and possible to establish this kind of authorized trading model from the perspective of the assumption of human behavior. This kind of authorized trading model by means of chart patterns can give a visual, intuitive and general description about the relationship among internal factors of the school system for the purpose of helping schools to make analysis and related elaboration of the system reform.Based on this model we have found the fact from the analysis of relationship between participants that after entrusted, participants are more complex, trading costs are higher, and there are goals'imparities between the local education commission and high quality educational resources, and it is difficult to supervise the behavior of high quality education resources in which moral risk exists. In another, both sides of information are asymmetrical, and there is no perfect contract to constrain and incentive behavior of high quality education resources.According to actual situation, we can make these feasible management strategies and certain improvements of the system. It specifically includes such measures as by ensuring the principal status of governmental financial investment, implementing preferential distribution policy and expanding multi-channel capital source of education in order to ensure the balanced development of education and meet the high increase of dominant transaction costs; by clarifying the common goal, increasing mutual trust and cooperation to improve schools'system environment and reduce the invisible transaction costs; by establishing equal relationship to form a two-way communication, by establishing an online double-choosing platform to facilitate the free choice between high quality educational resources and rural elementary and middle schools, and to reduce the existence of asymmetric information; by redesigning the whole incentive mechanism to settle the problem of moral hazard; by treatment of existing entrusted management contracts and adding such systematical clauses as accountability and existence to perfect the entrusted management contract; by further deepening the compulsory education reform in the rural areas to maximize the advantage of educational resources, to improve the running levels and educational quality of rural schools and to develop the integration of balanced compulsory education both in urban and rural areas.
