With more and more part-time teachers in vocational schools, moral hazard caused by this is affecting the quality of education in vocational schools and social benefit. Thus it requires educational and administrative departments and vocational schools to perfect the management system of part-time teachers. This paper is based on Commission-Agency Theory raised in Information Economics and makes a practical and theoretical analysis in the moral hazard, holding that information asymmetricness between vocational schools and their part-time teachers along with the imperfection in the management system cause part-time teachers to work form their personal rationality. Therefore, in their pursuit of personal utmost benefit, some behavior which does harm to vocational schools will appear, hence causing moral hazard.This paper treats the elements that constitute the system as framework and analyzes some phenomena and influence of moral hazard in reality. It also analyzes theoretically the commission-agency relationship between vocational schools and part-time teachers. The management of part-time teachers must build upon a mechanism, in which vocational schools make a balance between incentive and constraint of part-time teachers , and only in meeting their personal rationality along with the compatibility between incentive and constraint can they work hard after the will of vocational schools to achieve the vocational schools' pursuit of utility .Based on this , this paper puts forward some strategies to perfect the management of part-time teachers so as to avoid the moral hazard...
