New curriculum reform has pushed teacher training to the forward position of education reform and development. Therefore, it is high time to reflect on how to promote the clearness of aim, effectiveness of result and systematic nature of the training for the purpose of serving the promotion of quality education, new curriculum reform and professional development of teachers.However, in the traditional model of teacher training in Liaocheng City, there exist drawbacks of negligence of individual development of teachers. And teacher training has mostly been carried out with nearly the same method and the same contents. The research conducted indicates that 60% of teachers show less interest in such a training model and yield very little effect. In order to change the present condition and give prominence to clearness of aim and effectiveness of result, the author of this thesis, a chief administrator of teacher training, made a through investigation about the experiences of teacher training both at home and abroad and probe into the universal law of professional development of teachers. Since 2008, a level division training model of teachers is being carried out and has produced an initial effect. Based on the teacher training experiences of Liaocheng and periodical characteristics of the development phase of a good teacher-- "Green hand Teachers", "Qualified Teachers", "Capable Teachers" and "Expert Teachers", the paper proposed a strategy of carrying out training of level division according to the characteristics and needs of teachers at different stages of development. The research intends to develop a model of teacher training with effectiveness through the reflections on our working experiences.The research has probed into the experiences and problems existing in the level division model of teacher training carried out in Liaocheng City by means of history analysis, case study and interview. The general thinking is:firstly, based on an analysis of the literature, researches on the level division training of teachers at different phases of development both at home and abroad has been conducted; then a " Four Phase Method" of professional development of primary and secondary school teachers has been proposed on the basis of researches on theories of periodical development of teaching career; lastly, the operation system of level division training of primary and secondary school teachers of Liaocheng has been analyzed, based mainly on teachers'differences of education concept, sense of self development and wisdom in practice at different stages of development. Meanwhile, a strategy of changing the traditional training model of teachers and constructing a framework of level division training model of primary and secondary school teachers has been proposed.
