Teacher's further education functions the fundament in our country's education system, and it's the main approach to the promotion of the teachers' specialization improvement and qualification. District teacher's further education school is the main organization which contributes to the teachers' further education during the nine-year compulsory education, and it is also the basic section of China's teachers' education system. It plays an important part in the improvement of the teachers' specialization and basic education. But after the completion of teachers' academic level improvement, it experienced much complication. A lot of district teachers' further education schools have much trouble in the aspects like the principal status, cognition of the value of further education, the staff of the school and training model.This article takes Jiangyan Teachers' Further Education School as an example, on the basis of full investigation under takes a comprehensive diagnosis of the problem and puts forward the solutions to the existing problems. The paper is devided into five parts. The first part is the introduction, which includes the background, present situation and studying method of the issue. The second part analyses why we should strengthen the construction of the district teachers' further education school from the demands of promotion of teachers' specialization development and construction of teacher's further education system, and also from the impersonality requirements of realization of basic education continuance developments in harmony and common trend of international teacher's education developments. The third part mainly talks about the two theoretical basis of solving the problems of the teachers' further education school, that is, the teachers' specialization improvement theory and the further education theory, which intends to offer theoretical support to the solution to the problem ,and put forward the views that the practical knowledge is the key content of teacher's specialization and so the formation and promotion of the practical knowledge of elementary and middle school teachers is then believed to be the major target for the district teacher's further education school to promotion the further education of the elementary and middle school teachers. The fourth part makes an analysis of the four main problems of Jiangyan Teachers' Further Education School on the basis of a questionnaire. It's that the school lost its operating principal status, teacher resources was very weak and toolization of further education was rather serious, together with outdated training methods and singleness training format, the causes to the above problems have also been analyzed from multiple angles. In the fifth part, the article expresses proper solution to the existing problem, and suggests reconstructing the further education training model by strengthening the principal status and ruling function of the district teachers' further education schools in carrying out further education for elementary and middle school teachers, joining the teachers' education resources and focusing on practical knowledge.
