To meet the accustomed need of the universities work style rectification after the end of the anti-rightist hide tide and the Great Leap Forward movement,the Central Committee of of the CPC made an education issuses instruction ,formally establishing a new education policy. Universities in Beijing proceeded the first"education revolution"according to the new education policy.There are two walves in the second half of 1958 and the first half of 1960 .The education revolution struck against the normal teaching arder ,leaving many problems to solve.In the second half of 1960,during the serve economic situation and the relatively relaxed political environment,universities in Beijing started to implement the principle of combining work with adequate rest,and summed up many errors which occurred in"education revolution".Education adjustment started . In September 1961,a new higher education regulation was promulgated.Universities in Beijing went on adusting the errors. They began to reduce the amount of universities and decrese their scale . Positive education in political and ideological field was instead of criticismin "education revolution". Many errors about ideology were corrected and rehabilitating work was identified by many scholars and students .Scholars'function was admitted and teaching work became central work again.All the adjustions restored the teaching order and relations. In the meanwhile,the teaching quality was improved. From1964,the atmosphere of class struggle strenghtened .Univerties in Beijing has gradually become the "class struggle" for the outline.Scholars and students must take part in many political movement which spreaded to education.Teaching work was affected again.In the meanwhile, Contradictions in universities was sharpened.The new changes made the Cultural revolution happen. Conclusing the higher education development course in 1960-1965 in Beijing,we can summarize many historical experiences:colleges and universities must train talents according to the national needs and the reality. Higher school must correctly sum up their own development experience and exhortation. Training target is an important element affecting the development of higher education. Higher school must persist the teaching as the center task.
