Based on the current situation, the General Secretary Hu Jintao made a point in the Seventeenth National Congress of the Communist Party of China that we should perfect the cadre evaluation system that illustrates the Scientific Outlook on Development and Accurate Outlook on Political achievements. Colleges and universities being the important positions of economic and social development of our Party, their middle-ranking officials are propellants, supporters and executants of colleges reform development, as well as the nuclear force of contingent of cadres at colleges. As an essential link in the evaluation system, the establishment of index system is the premise to carry out the work of evaluation. Therefore, the study of the evaluation system, especially the index system, on middle-ranking official at colleges is a major subject to carry out the Scientific Outlook on Development, to deepen the reform of the cadre and personnel system and to impel the construction of high-quality cadres.Based on modern educational evaluation theories and the practical experience at one college in Shanghai, the thesis focuses on the research and study of index system of the evaluation system of the middle-ranking officials, which is of great realistic significance. First, I have made an initial draft of the index system by colleting relevant documents and materials, conducting interviews and surveys as well assorting out and analyzing all the information. Then, after sorting out and revising the initial draft through advice-taking, theory-proving, expert-judging, I have set up the evaluation system of the middle-ranking officials at colleges, which is based on the first-level index on five aspects of merit, ability, diligence, achievements, and incorruption as well as the second-level one on twenty-seven aspects for principal and deputy cadres. A new trial and exploration based on the previous studies, the research is of great realistic significance and meaning, since it has used developing target evaluation system and integrated the practical experience of some colleges. Therefore, it is sure to be more scientific, feasible and to provide a new train of thoughts on the study of the evaluation system of the middle-ranking officials at colleges.
