| In the U.S., since 1983,《U.S. News &World Report》began to rank the American universities."America's Best Colleges Ranking"is tending perfect and influence the world after 26 years'development and improvement. In China, the Central Science and Research Institute of China Academy of Management Science issued the first edition of Chinese colleges ranking in 1987. So far, about dozens of ranking agencies have published nearly 100 types of university ranking .Colleges ranking has become one of the most important measures to evaluate the quality of Higher Education, which has aroused wide concern.College ranking is a system project which includes the index system, the ranking object; the ranking results released form, and so on. Meanwhile, the index system is the most important key among them, whether it's objective, fairly and reasonable will influence the fairness and scientificity of the results and the degree of social recognition. Currently, for college ranking, different people have different opinions, specially for the index system. So based on reviewing the development of college rankings in China and the USA, the author chooses the index systems of"America's Best College Rankings"which was conducted by U.S. News & World Report and"Chinese University Rankings"which was conducted by www.netbig.com for representative samples, in order to compare the similarities and differences between two systems in setting idea, setting principle, concrete content and weight distribution. Then the further reasons are analyzed, and the design of the index system is educed. The deviser should own the otherness setting idea, follow the reasonable, feasible and optimal design principles to sign out a developmental index system which with proportion content. According to the results of research, several suggestions have been offered. In the factor of otherness setting idea, Firstly, government would set up the authoritative classification of university. It can provide the realism support for setting otherness indexes; Secondly, with government'support, the social non-government organization take on the work of college banking, which can provide the human resource guarantee for carrying out the otherness idea; lastly, we encourage that the idea of the quality of universities should be based on the angle of diversities .In the factor of design principle, the designer devise indexes systematically with ranking purpose; then, they consider the influence factors thoroughly to make sure the index system systematically; thus the departments would consummate the construction of university's database. At the same time, they would enhance the supervision for the ranking data, and make sure the implement of scientific principle. In the factor of index content and weight, we should enhance the soft indexes, such as"school report", and keep balance of weight distribution between qualitative and quantitative indexes; then, we should reduce the weigh of scientific research index, increase the weigh in these indexes which could reflect the students'situations; lastly, add the index which can reflect the quality of graduates to perfect the index system.
