In the new period ,sports reserve talented person cultivation mode of "combination of sport and education had been gradually matured and club, training and other social forces the rise of competitive sports reserve talented person cultivation increasingly diverse and socialization, bring the original system major impact, it urgently need to build new model which adapt to social development. Heilongjiang basketball has a broad mass base. Mature schools "three training nets," existing schools model is growing fast. Children's basketball club amateur training which is social model scale also become stronger. So young basketball reserve personnel training in Heilongjiang, a new mode of study not only can expand basketball population and be helpful for basketball, but also promote Heilongjiang basketball the optimization of the industrial structure adjustment, enhance the overall talent cultivation system vitality, has the vital significance.This article targets at the school basketball athletes (12一18), coaches,, leadership and management of Heilongjiang Chenneng club and amateur basketball training classes, who attent Heilongjiang middle school basketball match by 2009一2010 years. Using the methods of documentation, expert interview, questionnaire and mathematical statistics, logic analysis and various research methods. I have carried on the thorough investigation and current system analysis to Heilongjiang province young basketball reserve talent training, and finally reach the following conclusions:1.Heilongjiang province young basketball reserve talent training have Sports system, education system and the social system three Talent cultivation systems. Social system and educational system basketball training school in the human resources quantity and cultural structure up and has far exceeded the sports system, But in human resources professional ability, sports facility equipment material resources to complete degree and Sports funds the abundance of financial support compared with the degree of the sports system have bigger inadequate. In management system, sports system and education system two parallel, social system further aided, but because of the functions of ambiguous, the differences of training objectives,all systems talent cultivation training system and competition system are in their respective closed condition,against the development of sports reform. Three talent cultivation systems among coaches in the selection methods and evaluation content, athlete's recruiting selection, output policy implementation and the learning and training contradictory processing there are shortcomings. Comprehensive talk, the original reserve talent training mode mainly exist incomplete management system, competition mechanism is not scientific and irrational allocation of resources.2.The proposal to the reserve of Talented Youth Basketball in Heilongjiang Province。Government and the leaders should change their thinking and ideas to increase emphasis on the investment in human, material and financial resources of the education system and social systems , and develop relevant preferential policies to promote the reserve of the Junior Basketball talents。In particular, for the human aspects of the education system,we should pay attention to the scientific selection and comprehensive assessment of coaches, and scientific selection and comprehensive training of athletes; for the material and financial resources to strengthen the infrastructure part of the investment and open up channels of financial support.。Then create a main line to the education system, sports system, social system structure combined of personnel training structure. In the training management system, to establish unity of purpose, clear structure, clear division of labor organization .In the institutional training, to establish smooth collaborative model of personnel training system. To create a competition environment for a competition system of rich layers, clearly point target, scientific and rational organization. To meet the requirements of personnel training development in the new era of the social market economy, The system should break the narrow, traditional autistic personnel training concept, and strengthen the communication between human, material and financial resources, establishing a joint personnel training mode in which the process of personnel training is smooth and resources are distributed reasonably and efficiently.
