The nature of social security is to maintain social stability and social equity to promote the development of society. As a basic system of modern state, its level has become an important symbol of social civilization, especially in the political background of building harmonious society. So, the key of social security is how to properly triage and help the laid-off workers.Jilin Oilfield is representative in the process of state-owned enterprise reform. By analyzing the social security system problems in Ji Lin Oilfield, this research tries to address the countermeasures. This research also used behavioral scientists Adams's "equity theory" to explain the production, development and problems of the social security for laid-off workers in state-owned enterprises. The references and data analysis shows a rational, multi-perspective, integrated qualitative assessment about the current status of social security of laid-off workers in state-owned enterprises. After comparative study of five plants, we tried to explore the conversion of Jilin Oilfield social security system, find the problems in the process of system, and put forward measures to address these issues. Because of national policy shift, the requirements of enterprise restructuring and the development of the social security system, the social security system of state-owned enterprises has to reform. The social security system for the workers laid off from the state-owned enterprises is from the three basic protection lines to the two lines merged. When the same time, it appears that the inadequate pension insurance fund, unemployment insurance and low efficiency, the minimum living guarantee for urban residents inadequate capacity and lack of legal protection. It is important to deal with the issues that social workers laid-off security system and on old-age insurance, unemployment insurance, urban minimum living security institutions proposed by change improve the countermeasures, and to improve the legal system and supervision mechanism to protect it.With the new demands for social security of harmonious society in the light of todays, it put forward the building of social equity-oriented social security system to solve the existing problems for laid-off workers. Respectively, it is important that we improve old-age insurance, unemployment insurance, and urban residents raised the minimum living protection system. Finally, it protects the goal with the legal system and supervision mechanism.
