Based on the situation of lower quality of primary and secondary education ofYunnan minority area, the thesis aims to research the countermeasures of promotingthe quality of primary and secondary education in Yunnan minority areas taking Pu’ercity as an example. Persist in the viewpoint of all-round development of qualityeducation, after comprehensively understanding the domestic and foreign similarstudies, the thesis looks from the perspective of public administration, and taking themodern education management theory for instruction, compared the quality ofprimary and secondary education of Pu’er city with that of Yunnan province and othercities and prefectures in the province, and found that the quality of primary andsecondary education in frontier minority areas of Yunnan such as Pu’er city hascontinuous improvement from a historical point of view, but there is obvious gap ofthe educational quality between Pu’er city and Yunnan province and other advancedcities and prefectures, this gap is mainly reflected in the academic level, and thedevelopment is not balanced between areas, schools, urban and rural. The authoranalyzes the causes of the gap, that both factors of cultural and historical geography,social environment and policy, and the factors of educational management, teachersand students etc. After analyzes the causes of these factors and reasons, the authorputs forward the countermeasure and advice as follows:1,to thoroughly implementeducation priority development strategy, mainly the governments at all levels shouldstrengthen the education leadership, increase investment in education in Yunnanminority region, take measures to create a good environment education reform anddevelopment;2, to strengthen the construction project support of education in Yunnanminority area, mainly is the implementation of education aid projects, theimplementation of education projects in poor areas, to increase the minority bilingualeducation efforts, to speed up the rural education informationization constructionfrontier, to expand the special enrollment plan of colleges and universities in minority areas, to strengthen the anti-drug and AIDS prevention in the border line, tostrengthen the national custom boot and religious management, to improve the schoolyard surrounding environment, to promote the county-wide compulsory educationbalanced development;3, to strengthen and improve the education management,mainly is the reform of the management system of education, to expand the autonomyof running a school, to strengthen and improve the school management, teachingresearch and teaching guidance, to establish a scientific evaluation system ofeducational quality in primary and middle schools;4, full enhancement of the teamconstruction of principals and teachers, mainly is to strengthen the moral construction,to do a good job training for principals and teachers, to improve the managementmeasures, to increase the teachers’ wage income especially whose in remote and poorarea; and5, to improve the education and management of students, mainly adhere tothe student oriented, to promote the education of all-around development, to establishscientific evaluation system of the comprehensive quality, to strengthen theinspirational education to the students, to care for each student’s physical and mentalhealth, and to promote personalized and all-round development of students.
