A new requirement of improving the quality of education is proposed according to the official promulgation of National Medium-and Long-Term Program for Education Reform and Development (2010-2020) on July 2010. At the present stage, raising the quality of compulsory education in ethnic areas can be the focus and difficult point. To promote the advancement of education and ensure the improvement of its system, it is an important method to monitor and evaluate education quality. However, the current situation is that only few cities have established the evaluation system and implementation plan of teaching quality. In 2010, Yunnan Province past through the national project of "Two Basics" (A campaign to "basically" achieve universal coverage of the nine—year compulsory education and eradicate illiteracy among middle age and young people in the western area of China.)which focuses on consolidating and improving the poverty-stricken areas. Therefore, it is obviously important to monitor and evaluate compulsory education quality in ethnic areas, then identify the factors affecting it and propose some solutions.This thesis is based on Research of the Standards of Balanced Development of Compulsory Education in Yunnan Province,which is a major tender subject in 2010 of Yunnan Education and Science Programming and is presided by the author's supervisor. It selected Yulong Naxi Autonomous County Lijiang city Yunnan Province as target case, and made an analysis on its macro-environment that influences education quality with PEST theoretical model. In addition, through Fuzzy Comprehensive Evaluation Theory, the researcher constructed education quality evaluation system for Yulong county. The system contains 4 first-level indicators and 12 second-level indicators. The researcher then conducted a questionnaire survey in a random sample of the principals, the teachers and the pupils of eight primary schools from rural areas, township and county in Yulong county. After evaluating data, it is found that the main factors affecting compulsory education quality of Yulong county are the unbalanced education resources distribution, the varied and complex culture and natural environment, the insufficient policy support, the lacking education quality monitoring, the deficient management, the inadequate professional skill of teachers and so on. Based on in-depth analysis on various restraining factors and combined with the actual situation of border ethnic areas in Yunan, the paper proposes some measures to improve the quality of compulsory education in Yunnan ethnic minority areas, including:promote the equalization of investment to border ethnic areas; ensure the government responsibility, widen the scope of preferential policy for ethnic areas, optimize the teaching environment and school management; raise the quality of teachers, improve students' learning effect and strengthen education quality monitoring in border ethnic areas.
