In recent years,the education gap between urban and rural,regional disparitiesand between the schools lead to the voice of the community education fair, educationproblem has become the focus of social attention. Balanced development ofcompulsory education is not only an important means to ensure all school-agechildren and adolescents’ access to education fairly, but also the achievement of theequalization of basic public services and playing a vital role on economicdevelopment and social progress. The government has introduced a variety of policynorms to ensure the balanced development of compulsory education. New“Compulsory Education Law” cleared down the balanced development of compulsorylegislation for the first time in2006.“Long-term Education Reform and DevelopmentPlan (2010-2020)” made the balanced development as a strategic task for thedevelopment of compulsory education.“Interim Measures for the supervision andevaluation of the balanced development of compulsory education in the county"provisions to establish monitoring and evaluation system of the balanced developmentof compulsory education in the country to ensure the balanced development ofcompulsory education. Despite the national attention on the balanced development ofcompulsory education makes the pace and the balanced development of compulsoryeducation and compulsory education gap is shrinking, but the current compulsoryimbalance still exists.“Compulsory Education Law” provisions the management system that thecompulsory education overall planned and implementation by the leadership of theState Council, provincial, autonomous regions, municipalities directly under thecentral government and the county government manage mainly. Central andprovincial education macro decision carries out through the county, the developmentof county education represent of the development of local and grassroots education.County education system is basically in the elementary education, compulsory education, and is not only responsible for the development of compulsory education,but also a breakthrough in the balanced development of compulsory education.Therefore, the research on the balanced development of compulsory in thecounty of region-specific first proposed theoretical basis on the balanceddevelopment of compulsory under the perspective of the equalization of basic publicservices through the collection and collation of the literature and emphasizes theparticularity, the necessity and significance of the balanced development ofcompulsory education. And then through the analytic hierarchy process (AHP) toselect teaching conditions, teacher and education spending three level indicators and11secondary indexes, set up index system of compulsory education balanceddevelopment of the region and given each index of the criteria weights. Second ismake a balanced assessment of compulsory education in the situation of the countythrough the weighted average on the ratio of urban and rural compulsory educationindicators and the different coefficients of compulsory education between the schoolsin the county. Finally, effective countermeasures to promote the balanceddevelopment of compulsory education are given based on practical problems througha profound analysis of the balanced development of compulsory education betweenurban and rural schools within the county.
