The balanced development of education is scientific outlook on education because it reflects the basic conception of educational equity and educational justice. In China, Long-standing educational unfairness in the development process of elementary education leads to obvious difference in school- running and teaching quality among each region, especially between urban and rural areas. The imbalanced compulsory education is a striking problem in regions inhabited by ethnic groups, remote and poor areas as well as border areas.County is the most basic division unit in our national education. Under the county-oriented rural compulsory education system, Counties have greater autonomy of human rights, governance, property rights and other aspects.Therefore, balanced compulsory education in county territory of regions inhabited by ethnic groups is the key for development of balanced compulsory education in China. This paper is established in the practical situation of western Sichuan minority nationality region and selects L County in Sichuan as case study to do empirical investigation,to find a method to promote balanced compulsory education in county territory of Western Sichuan minority nationality region.Firstly, the paper elaborates survey design of the case study. First of all, it explains reason of selecting the case, elaborates basic situation and particularity of the case. Then it presents indicator system of the empirical investigation, research scope of the case, way of estimating the balance degree of compulsory education in county territory. According to the indicator system designed before, this part analyzes data of overall condition, educational investment, school-running, teachers> qualification, students source and education quality of compulsory education in L County, Sichuan. Then it calculates discrimination factor of each indicator and describes actuality of compulsory education within L County territory.Based on information of basic condition from empirical investigation, This study found that the balanced development of compulsory education within L County has reached a basically balanced. however, there is still a gap from a high level of balance.On the whole,the influencing factors about balance degree of compulsory education in western Sichuan minority nationality region within county territory in the following three aspects: objective environmental constraints,objective environmental constraints and the influence of national culture. Among them,the restriction of special geographical environment in national regions included the bad natural environment and relative lag of economic and social development;The institutional barriers included the defects of compulsory education finance management system, the lack of teacher encouragement policy and the lack of the supervision of the compulsory education assessment.Therefore,refers to experience and inspiration about promoting balanced compulsory education come from domestic and overseas,the paper proposes methods to promote balanced development of compulsory education within county territory in western Sichuan minority nationality region: 1.To balance educational investment in minority areas and establish fund security system; 2. To promote standardization! in compulsory education schools in minority areas; 3. To strengthen the construction of teachers team within county territory in minority areas; 4.To strengthen supervision and insure all the policies can be implemented; 5.To respect ethnic culture diversity and develop multi cultural integrated education.
