with the rapid development of economy,as well as the educational career,the main contradiction is between people's gradual needs of good quality educational resources and the unbalance situation of compulsory education.nowadays,democracy has been a popular culture in society,people are crying for education fairness,and our government also pay lot of attentions to the compulsory education.Based on the actual condition of balanced development of compulsory education within the County,Tonggu Country was chosen as the object of the survey in this paper.As for it is one of the model countries for the balanced development of compulsory education in Jiangxi Province.This paper aims to investigate the present situation of the compulsory of Tonggu country,and summarize some effective measures which put forward in there,then put forward some solutions after analyzing the reason of some shortness of the measures.The investigation shows that,Tonggu country has made a big progress in balanced compulsory education through the promotion of the “three right co-ordination”management system,relying on "rural boarding" Adjusting the layout of the school,the building of characteristic education mode of “one school,one product”to improve the quality of education and make all founding available, support to rural areas optimize the teaching staff,pay more attention to specific groups do the and the balance between the number of dropout and enrollment.The results are,the rational layout of school network,the increasing growing of educational funding,the progress in building school infrastructure and basic constrictions,gradually narrowing the gap between teachers and students,the fair opportunities of entering primary school,the steady increase of rural education quality and higher satisfaction about balanced education development.However,some unfair phenomenon also happened in here,such as,inadequate constriction of teachers,students are running to school in city instead of school in country,wastefulness in educational resource and students' scores are in big difference.In order to balance the development of compulsory education in Tonggu into higher level,the paper put forward some suggestions:optimize the quality of teacher on base of the system of teacher mobilization,training and supplement;Increase funding for construction of urban schools and rural schools,then adjust thedistribution network;strengthening the construction of each factor within the school system,and steadily promote quality education and guide parents and the community the educational value orientation,therefore,Tonggu country can improve the quality of education.
