The government procurement law of People’s Republic of China has been implemented for 10 years. It proves that the government procurement law plays an important role in regulating government procurement activities,improving efficiency in the use of government procurement funds and boosting the construction of a clean and honest government. In order to solve the problems of low quality and low efficiency that exposed in the process of government procurement reforming practice, the Sate Council issued the regulations for the implementation of government procurement law of PRC which is also enacted on March 1st, 2015, therefore, the procurement department of universities becomes particularly important. In the universities, the constructions of procurement team are relatively backward, the personnel management is out-of-date and the personnel do not word subjectively hard, so it is not only the needs of universities, but also the demands of the country and local governments to scientifically improve the personnel management work.This article, based on the investigation of L University, gives a detailed account of the management system of the government procurement in the universities, probes the inefficiency of the personnel management, generalizes the phenomenon of slackness of procurement personnel and analyzes the causes of the these problems. Thereby the suggestions, based on the related research work and theories of human resource management, are given for the perfection of personnel management system and the construction of integrative motivation system. A systematic solution is also proposed through the definition of team construction responsibilities, the formulation of team construction plan, the enactment of reasonable recruitment conditions, the conduct of effective training work, the scientific assessment of achievement, the concern of career development of procurement personnel and the education of professional ethics. The solution proposed in this article is close to the reality of universities and can be a reference for the personnel management innovation of government procurement in the universities.
