Satisfaction Research Of Government Procurement For University

Government procurement of university is an important part of government procurement in China.Under the background of the country's development strategy of building first-class universities and first-class disciplines,with the continuous deepening of education reform,the government has continuously increased funding for colleges and universities,the scale of government procurement has gradually expanded which is getting more and more attention.Researching the theory and method of the satisfaction of government procurement have great significance to standardizie college government procurement,improve the efficiency of financial funds using,and promote the development of education management level in colleges and universities.In addition,it is a new research dimension to discuss the evaluation of higher education management.The subscription subject of government procurement refers to the unit or individual applying for government procurement in the teaching,research and management activities of colleges and universities.The subscription subject is the main participants and users of government procurement,and is also the main evaluator of government procurement quality.Based on the research results of the customer satisfaction index model,this paper analyzes the influencing factors of government procurement satisfaction and constructs a satisfaction evaluation model.Based on the satisfaction survey data of subscription subject of Huaqiao University government procurement,the author conducts empirical research and quantitatively describes it from five dimensions: procurement policy,procurement organization system,procurement implementation management,procurement service quality and procurement fund usage analysis.The research results show that the above five dimensions are the five factors which can affect the satisfaction.The subscription subject is satisfied with the government procurement work of HuaQiao University.However,there are still provisions in the procurement work that are not reasonable enough,and the procurement methods are not flexible enough;the supervision of procurement is weak,the coordination of relevant departments is not coordinated and effective;the promotion of procurement system is insufficient;the management of procurement files is not standardized;The procurement cycle is long,the quality of after-sales service is not high,the procurement budget is unscientific,and the procurement plan is poorly implemented.In response to these problems,the author proposes some suggestions: government procurement procurement system,optimising the procurement model,establishing a procurement performance evaluation system,improving the government procurement organization system,strengthening cooperation and cooperation among procurement departments,and building an electronic information management platform;Purchasing implementation management,strengthening government procurement propaganda,innovative procurement methods,enhancing procurement flexibility;improving government procurement service quality,establishing supplier management mechanism,improving procurement management of valuable or imported instruments;improving government procurement fund management,refining and strengthening Procurement budget and plan implementation,and improvement of evaluation methods and so on.
