Research On Performance Evalvation Of Universities' Government Procurement System

Since 1998,the Ministry of Education implemented the "Action Plan for Education Rejuvenation in the 21 st Century",China's higher education is the rapid development process at this time.The budget of the Ministry of Education's government is close to 300 billion Yuan for colleges and universities by 2016.Thus,the government procurement management work of colleges and universities with its healthy and sustainable development has be closely related as well as become an important task.The practice of evaluating the performance of government procurement is mainly to supervise and evaluate the specific procedures and methods in the procurement process,that has a profound impact on the management of strengthening government procurement in colleges and universities.At present,most colleges and universities have not really carried out performance evaluation work during the supervision of government procurement projects,while they still in the stage of performance evaluation.Most of them used relatively single financial indicators.They are simply emphasizing the goal of saving,but it uses simple the performance appraisal method supervises government procurement.There are few studies on the establishment of a sound performance evaluation system at this stage for government procurement in universities and the strengthening of government procurement supervision in universities.So this paper mainly studies the performance evaluation system of government procurement in universities as well as explores its construction and application.In the construction of the evaluation system,AHP,questionnaire survey and Delphi method were used to select performance evaluation indicators based on a combination of qualitative and quantitative ideas,and then a performance evaluation system for government procurement was constructed to calculate the corresponding performance scores.Further improve the quality of government procurement performance evaluation in colleges and universities to provide reference.D University is selected as the research object,and a case analysis is carried out on the basis of the theory of university government procurement performance evaluation system.Through the research on government procurement performance evaluation of D University,it is found that there may be problems.Such as,insufficient procurement system,lack of transparency in procurement process,information,inconsistency,procurement methods and policies in the government procurement work of D universities.These issues are hidden operations and centralized search.The possibility of corruption,for example,renting has also made it possible to reduce the efficiency of government procurement at D University.In response to these problems,this paper proposes improvement measures from the aspects of improving budget preparation,strengthening the procurement system,and strengthening the degree of disclosure.It also proposes specific guarantee measures,such as,the establishment of a performance evaluation committee for the performance evaluation of university government procurement in the future.This will enable better implementation of higher education institutions as well as good impetus for procurement management work in the future.
