In a time of economic development, industrial restructuring and employmentstructural evolvement, there is a need in China for the technological advancementand development of high-quality talents. This need determines the importance ofhigher education in the social development of China. The key indicator in theevaluation of a good higher education structure is that the persons developed byhigher education should meet the requirements of economic structure and thedevelopment of technology and the society. Inner Mongolia is the leading force inthe economic development of the western China, so the exploration into therelations among its higher education, industrial structure and employment structurehas a guiding significance for the study of higher education restructuring and HRdevelopment in the western region of China.Different areas of China are varying significantly in the level of economicdevelopment and economic structures of different areas are influencing the highereducation structure of this area. The Inner Mongolia Autonomous Region hasachieved rapid economic development and considerable results in recent years. Dueto its weak foundation and the comparatively shortage of higher education resources,however, the development of higher education in this region is lagging behind itseconomic development and talents developed by the higher education can not meetthe requirements for high-leveled talents from the society. Therefore, it is necessaryto adjust the higher education structure of this region. This paper, through collectingand sorting out numerous relevant literatures, has sorted out the higher educationstructure, along with industrial structure, employment structure, developmenthistory and the current state, of Inner Mongolia region by combining quantitativeanalysis and qualitative analysis for summarizing the basic situation of thedevelopment of higher education of Inner Mongolia. Moreover, an analysis on therelationship among the higher education structure, industrial structure andemployment structure was conducted with SPSS statistical software while combining with real conditions of Inner Mongolia region.Some not-to-be-ignored contradictions and problems existing in thedevelopment of higher education of Inner Mongolia and its talent structure weresummarized in this paper. Since the higher education of Inner Mongolia was unableto meet requirements for economic and social development of this region, it isurgent for the region to change its talent development mode and adjust the structureof its higher education. Though the number of college graduates of Inner Mongolia isincreasing rapidly, there are only a small number of senior professional talents andmanagement talents who can meet the social requirements. Another challenge tothis region is the severe brain drain phenomenon. This paper, considering thecharacteristics of higher education structure and human resources of Inner Mongolia,has predicted the development situation of the development of higher education andhuman resources in Inner Mongolia. Finally, corresponding suggestions for adjustingthe higher education structure of Inner Mongolia were come up with.Compared with previous researches, this paper has specified the theoreticaldiscussion mode and the pure structural analysis from micro perspectives of highereducation and industrial structure of Inner Mongolia while enriching the research onthe relationship between higher education structure and its external elements byregarding employment structure as a link point between industrial structure andhigher education structure.
