Basic education as the basis for the national educational system and an important part of people's livelihood is not only related to the major issue, but also be an important condition for a harmonious society and promoting social justice, maintain social stability and sustainable and healthy economic development. Education in order to achieve equitable development, which is a necessary condition to achieve a fair and reasonable basis for allocation of educational resources。However,as the gap of economic development between urban and rural areas been increased,The basis of urban and rural local governments in the gap between education inputs are also increasing the allocation of resources for basic education there is an obvious difference, has seriously hampered the balanced development of basic education。This article from ZhangJiajie City basic education YongDing area analysis of the allocation of resources to start, through the allocation of education resources, the reality of non-equilibrium analysis to explore the underlying economic, cultural and institutional reasons, for these reasons put forward the basic education system, resource leveling allocation strategy. This article is about the necessity and feasibility study of our country's allocation of elementary education resources.This article has discussed the necessity and feasibility of the allocation of education resources on the basis of analysing the connotation and characteristic of the allocation of elementary education resources. This part has suggested that the allocation of elementary education resources is the natural demand of the elementary education ,is to overcome the remote rural area's shortage of the resources and to realize education equality's fundamental approach. At the same time, the gradual eliminating of the city and countryside's binary structure, the establishing of the elementary education's management system which gives the first place to the county,the transforming of the government's functions and the transfoming of the state's finance system has provided the opportunity which didn't exist before to the allocation of elementary education resources. The third chapter is about the investigation of Yong Ding District's current the allocation of elementary education resources.This part has introduced the Yong Ding District's social and economic general situation and Yong Ding District's current situation about the allocation of elementary education resources, has analysed the problems of Yong Ding District's the allocation of elementary education resources by inquiring into the datas.The problems are that the education resources'using efficiency is not high, the education funds are inadequate,and the teachers and the resources'distructoion is not rational. The fourth chapter is about the analysis of the reasons for the differences of Yong Ding District's the allocation of elementary education resources.It has analysed the main reasons for the unbalance and main differences of the allocation of elementary education resources in the way of economy,culture ,system ,and the management.The fifth chapter is about the fundamental tactics of Yong Ding District's allocation of elementary education resource. According to the analysing the causes of the differences in the allocation of elementary education resources bofore,it has brought forward the tactics of the allocation of elementary education resources balancedly.
