| As General Secretary Xi Jinping pointed out at the National Education Congress,"We must adhere to the principle of high-quality and balanced development to develop education with a targeted goal.More importantly,we need to take care of the vulnerable groups and weak links so as to achieve high-quality and balanced development of compulsory education." The high-quality and balanced development of compulsory education refers to the balanced allocation of educational resources by local governments,but its foundation is the balanced development of schools,which are considered to be the basic institutions to implement education and teaching.The ultimate goal of high-quality and balanced development of compulsory education is to allocate educational resources reasonably so as to run every school effectively and ensure every student benefits equally from it.Based on the summary and analysis of the existing research results,this paper carries out research from three aspects with several theories as theoretical basis,including the theory of educational equity,the theory of equalization of basic public services,and the theory of public goods.First,it conducts a survey on the current situation of high-quality and balanced development of compulsory education in District J of Wuhu City and sorts out the current situation of high-quality and balanced development of compulsory education in this region by means of questionnaire survey,field interview and data analysis.Second,it summarizes the measures and achievements of high-quality and balanced development of compulsory education in J District.At present,the government of J District of Wuhu City is committed to the high-quality and balanced development of education by a number of measures,such as increasing teaching input,adjusting school layout,promoting group-run school and optimizing the allocation of teachers.Thirdly,it analyzes the existing problems in the high-quality and balanced development of compulsory education in J District of Wuhu City.These problems are mainly reflected in the imbalanced development between urban and rural areas and between schools.The causes of these problems are as follows: First,the problems in urban and rural dual structure remain unsolved;Second,there is an obvious imbalance in the allocation of educational resources;Third,implementation and evaluation mechanism is not perfect.Focused on these problems,the paper puts forward the rationalization countermeasures and suggestions to promote the high-quality and balanced development of education.In terms of government support,it is necessary to strengthen the top-level design,balance the level of investment and explore the characteristic model.In terms of the construction of the school itself,it is necessary to improve the conditions of running schools,arrange a small class size system and promote group education.In terms of interest groups,it is necessary to promote the management reform of "ensuring district-level education departments are responsible for making teacher recruitment plan and schools are responsible for the employment of teachers",realize the balanced allocation of teachers;promote "home-school cooperation",build a cooperative education mechanism;ensure "education funds are invested in where students are",so as to guarantee the equality and balance of education. |
