Chinese secondary vocational education have developed step by stepsince the structural reforms in secondary education from the early1980s. Sofar, it has already made brilliant achievements. While as the emergenceof new scientific and technological revolution, Chi’na s economy andsociety has being undergone profound changes and transformation. Gradually-industrial structure adjustment has triggered significant changes in thestructure of employment. There fore, the demand for junior-level technicalpersonnel and skilled workers is rising increasingly, and the quality ofeducation in secondary vocational schools has got so much concern.The article chooses the new institutional economics which has beenwidely used in recent years as a theoretical basis for research. NewInstitutional Economics institutional Change Theory provides a uniqueperspective to our study of secondary vocational school assessment system.Assessment practice in secondary vocational school and the assessmentsystem or policies are the core of this paper, and this article tried toconduct a comprehensive exposition and analysis from these two aspects.Full Text consists of six parts. The first part is a brief expositionof the origin of the research situation on this problem, the purpose andmeaning of the research and the ideas and methods to the research. Thesecond part explains the theoretical basis of this study, includinginstitutional change theory, educational assessment theory and a few coreconcepts involved in this paper were defined in this part. The third partreviewed the change process of secondary vocational school assessmentsystem, This article divided assess vocational school of institutionalchange process into four stages: the exploratory stage (1985-1990),the initial construction phase (1990-1996), the adjustment phase(1996-2010) and the gradually perfect stage (2010-);the individualstage on the laws and regulations (formal system) as well as specific assessment activities to assess the implementation of vocational schoolsto summarize and analyze the characteristics of each stage. The fourthpart is of secondary vocational schools to evaluate system changes thesubject and the dynamic mechanism is analyzed through theoretical analysisattempts to identify the motivation behind the system changes. The fifthpart is the analysis of China’s vocational school assessment system changesand change the way the path, and this path exists in the system, such assystem supply lags and supply shortage problems. The last part made a numberof recommendations on the evaluation system of secondary vocational schoolbuilding, including the assessment of legislation to further improve,choose the right path of institutional change and improve the proposedsystem of vocational schools and the establishment of internal assessmentin vocational schools to assess the qualification system.Conclusion part of the main conclusions of this study is brieflydescribed.
