Pre-school education is the starting point of the national education system, is also an important social welfare. Pre-school education is not only related to the individual development, but also concerns the future of the entire country. After World War Ⅱ, the importance of pre-school education becomes more prominent, and many countries in the world have started to pay attention to pre-school education. At present, the pre-school education in our country is in the time of both opportunities and challenges, effective leadership of government is particularly important. However, because of the long-term lack of policy support of pre-school education in our country, especially legal norms, which directly affects the development of pre-school education. After World War Ⅱ, the U.S. federal government promulgated a series of pre-school education acts, the pre-school development of the U.S. can be described as by leaps and bounds. The successful experience of the U.S. federal government to develop pre-school education is useful for us.The thesis is divided into the following four parts:Part Ⅰ:Introduction. This part briefly introduces the reason and significance of this thesis, reviews the existing relevant domestic and foreign research and explains the research methods.Part Ⅱ:The general situation of American pre-school education before World War Ⅱ. With significant events as a clue, this part briefly reviews the development of pre-school education of the U.S. before World War Ⅱ.Part Ⅲ:The federal government’s pre-school education policies in different periods after World War Ⅱ. Through analyze the text of the laws for pre-school education after World War Ⅱ, to introduce the development process of the federal pre-school education policies. It is divided into three periods:the pursuit of social security (after Second World War to the1950s), the pursuit of educational equity (the1960s to the1970s) and the pursuit of educational equity and quality (1980s to2000).Part IV:The evaluation of the U.S. federal government pre-school education policies and the enlightenment to us. Summarize advantages and limitations of federal pre-school education policy from two aspects. Analyzing of the prominent problems of China’s preschool education and putting forward suggestions in four aspects:the education legislation; government responsibility; financial investment and the distribution of educational resources.
