"China education reform and development outline" pointed out:"the hope ofrevitalizing the nation is education, the hope of revitalizing education is teachers.Teacher resource is the first resource which guarantee for education, therefore,excellent teachers has become the key factor to win the competition in universities.The construction of a professional, high-quality, reasonable structure and stable teamof teachers is the important part to the reform and development of education. With thevigorous development of education and physical education, the society is increasingits demand for sporting talents. In the same time, the sports dance also conforms tothe development trend, which is developing gradually, combining the two fields ofsport and art forming a unique sport. The purpose of the sports dance is the contest,with entertainment and performance watching athletics dance. The sports dance alsohas the features of sports and art. With its public characteristics, the sports dance issuitable for common people to learn.In this study, through careful inspection of the office of the State Council issuedthe "Office of the State Council on the guiding opinion on accelerating thedevelopment of the sports industry", the country’s "Twelfth Five Year Plan" and thenational education policy indicates that China is focusing on implementing thestrategy of reinvigorating China through human resource development, strengtheningmodernization needs of all kinds of personnel and developing the advantage of talentresource. On this basis, this study has researched some sports dance books, literaturedata and the corresponding research results. In addition, this study has alsocomprehended the present situation of sports dance in Colleges and universities ofHeilongjiang province to further know the real situation of teachers.In this study, it has used the method of literature, expert interviews,questionnaire survey method etc. These surveys are made from sport-dance teachersof the Physical Education Department of Heilongjiang province. These surveys arebased on the teaching situation, scientific research, continuing education, which isdone with systematically investigation. It can help us find the problems and causes of sports-dance teachers and made the improving measures for the sports-dance teachersof Heilongjiang undergraduate college. Hoping that can provide some help to theHeilongjiang province sports dance sports college teachers’ team construction.Through the investigation and analysis, the following has drawn the followingconclusion:1. The number of sport-dance teachers is less, which only has two sport-danceteachers for one department. The number of students is large, which lead to a hugeworkload for teachers. This must affect the quality of teaching.2. The degree of the sport-dance teachers Heilongjiang Provincial Sports School ifnot high, and most of them are undergraduate degree. Their teaching title islecturer and assistant. Their teaching time is between8-13years and their teachingpractice ability is good.3. The Heilongjiang Province Sports School (Department) of sports dance teachershas no unified teaching materials. Teachers make the course syllabus accordingto their own circumstances teaching experience. The teachers’ professional skillsare not high and the sport-dance teachers less. Most teachers come from othersmajors, which lead to the lack of professional knowledge.4. The Heilongjiang Province universities is in the transition to an integratedprofessional stage, there are many professional schools such as medicine,agriculture, architecture, engineering, physical education courses are alwaysagainst the other majors, which lead to the less attention for the sport-dance major.5. The teacher of Heilongjiang province sport-dance is not optimistic. The seniorsport-dance teachers have taken in short-term and concentrated training. But theyoung teachers did not participate in the training.According to the issues, the following has provided suggestions andrecommendations:1. The national related departments should culture professional orientation sportsdance teachers, seize the specialties of teachers. They also make sure if theteachers are good at teaching or scientific research since they should specialize in one field. In addition, they need to culture professional scientific researchpersonnel who can go abroad to study scientific theory, guiding methods andadvanced skills.2. Establishing the teachers’ education evaluation system, the teaching expertsand scientific research innovation teachers should be awarded and encouragedby school leaders.3. Theoretical study of national sports dance is blank. It seems that a technologywithout theory as a framework, the equivalent of the car without engine.Therefore, colleges should pay attention to the great importance to theoreticalresearch of sports dance and scientific training method and theory system sothat it can set up teaching scientific training methods for teachers and students.4. The universities need to create chances for teacher to have education trainingand continuing education opportunities. Teachers should participate in thetraining to improve their teaching skills and practice their abilities. Teachersthemselves also should devote to learning theory and skills.5. Colleges should enlarge teachers of professional sports dance and increase theconstruction of teachers’ team.
