The Research Of Population Security Based On The View Of Sex Ratio At Birth

Population Security, based on the need of sustainable development, comes from avoiding great population problem probably affecting the economic development of future society and ensuring smooth implementation of sustainable development strategy.Since 1970s,the national goverment has implemented series of population policies including family planning, which effectively check the trend of over-rapid population growth, make the total fertility rate go below the replacement level, and promote a historical transition in population reproduction pattern from one featuring high birth rate, low death rate and high growth rate to one featuring low birth rate, low death rate and low growth rate. Today, as the globalization continues and national economic, political, cultural are in the critical period of changes, problems of population security being gradually apparent become major risks of harmonious society building.At present the problems of our national population security are mainly manifested as the contradiction between the population quality and the demand of the economic and social development, including the high sex ratio at birth and the growing population aging. With the theory of crisis management and corresponding policy analysis tools, this paper elaborates on the detrimental effect the high sex ratio at birth might produce in a population security point of view, then gives a profound analysis of the present administration policy in-depth, and taking M County of Ningbo for an instance provides an overview of the deep cause why the present policy can't resolve the high sex ratio, on these basis proposes the adminstration ideas and remedial measures for reducing the sex ratio and resolving problems of population security.It is a whole new idea that make observation on sex ratio in the crisis management theory of view and research population security with corresponding policy analysis tools. Although this paper is superficial, it will be of great significance not only to call the society to pay great attention to the problem but also resolve it in theory and practice.
