A Study On The Pilot Policy Of Self - Enrollment Of College Students In Shanghai

Shanghai College level autonomous enrollment pilot policy is an experiment on reform of major Colleges and Universities Entrance exam and enrollment. The reform is carried out by Shanghai City Board of Education, which meets "the First Four" requirements put forward by the Party Central Committee and implements the spirit of Shanghai Education Working Conference. Currently, the reform has had positive effects on education and all works of life and has attracted the attention from various circles in society, which has good effects on the process of the national college entrance examination system reform. On the other hand, as with all the new polices, some problems have encountered. Thus, the development of pilot policy has not got the anticipated effect yet. In this paper, the methods of literature research comparison research、policy analysis are mainly used. Shanghai College level autonomous enrollment policy is used as the research object. The paper will review the background and main contents of the policy. Besides, the main effects and existing problems of the policy will be discussed. On basis of this, the paper will further discuss the future direction of reform and put forward the improvement countermeasures, which is supposed to provide beneficial reference for the next round of reform. The article is divided into three parts:Part I:Give an overview of the historical background when setting the College level autonomous enrollment pilot policy and summarize the main contents.Part II:Summarize the achievements of College level autonomous enrollment pilot policy and analysis existing problems. The implement of the policy has got positive social and public response. It has also won the trust of the Ministry of education, municipal Party committee, city hall leaders, candidates for the entrance exams and their parents. On the other hand, some problems are exposed in the policy such as the high cost of the recruitment, lack of autonomy and supervision mechanism.Part III:Put forward the countermeasures and reflection of the reform on College level autonomous enrollment pilot policy. We expect that the transforming of the idea will lead to the changing of enrollment management system, and the cost of college enrollment and students is supposed to be reduced. By setting up the Academic proficiency test system, the autonomy of enrollment will be further expanded. Meanwhile, the supporting policies are provided as the countermeasures to improve College level autonomous enrollment and finally promote a new round of college level autonomous enrollment.
