In China, the college entrance examination has always been the focus of public attention, and everything related to college entrance aroused great interest. While Sure of the advantages of China’s college entrance examination system, a single, stereotypical defects of the selection of personnel in the college entrance examination system can not be ignored. Autonomy admissions policies came to conform the historical development when we select diversified talent, especially some partial or unbelieveable talent. Independent recruitment policy is a expand to the college enrollment autonomy, it is an important measure to deepen the reform of college admission, and is also a selection of outstanding innovative talents of the new exploration. Candidates will be selected to participate in the national examination, if the scores of the student reach the control points which determined by the provinces (autonomous regions and municipalities) with the same batch of admission of the pilot schools, provincial Admissions should Toudang to the pilot schools which the candidate choose; pilot schools make an independent enrollment through a comprehensive evaluation. Own admissions policies arised up from2011, being a local pilot in2003, now is a nationwide pilot. The starting point of policy is to compensate for the deficiencies of the college entrance examination selection methods, promoting the educational fair, but in the implementation of the policy process, some deviation from the policy mind come out, such as unfair and frequent phenomenon because of regional differences, urban-rural differences, inter-school differences, coupled with self-enrollment policy during the execution of the appraisal interview, a large proportion of public have controversy and questioned. Especially in recent years, the new hot spots of the admissions policies such as independent constantly high school principal recommendation, Nanya establishment, diversification of the name of the enrollment plan, a poor family Takako, are all push admissions policies becoming hot topic to the public eye before2012, especially the issue of fairness. This article attempts to starting from the view of fair, combined with the theory, focusing on fairness to sorting out the emergence and developmenting status of the own admissions policies, trying to identify the problems and make relevant recommendations.This thesis is divided into four parts:The first part is an introduction, four aspects of research paper from the origin, definition, the method of research foundation will be show up respectively, The second part describes the generation of China’s independent colleges and universities, admissions policies, the characteristics of the development, and analyze the nowadays situation.Three aspects are analyzed in third part. Some theories analysis the fairness of the self-enrollment policy, the policy itself, policy implementation, and the result of policy implementation, including the implementation of theory which related with this policies, it is divided into three dimensions:the starting point of policy implementation, process of the policy implementation, and policy implementation.Some countermeasures and suggestions are put forward in the fourth part for the fairness of the implementation of independent recruitment policy.
