Shanghai has, in recent years, achieved great success in its development of regionally appropriate secondary vocational education. In doing so, it has kept pace with the developments in local industry and the social economy, allowing it to serve the Shanghai economic community as it grows. The prejudice against secondary vocational education (wrongly thought of as "inferior education") remains, however. This situation creates an urgent need to uncover the cause of this bias and address it by establishing an innovative training model which integrates modern developmental targets, a professional educational structure, and the cultivation of skilled high-quality individuals who are talented to meet the developing needs of the advancing industrial and service sectors.This study was researched using investigation, interviews, case studies and literature research. These methods, taken together with a thorough understanding of the current theories of vocational education development and an analysis of the existing problems within the secondary vocational field in Shanghai, allow us to arrive at a series of recommendations and proposed measures.Part One is the introduction, which sets out the reasons for undertaking this project as well as its goals. It also presents the current situation and achievements in secondary educational development both in China and abroad, with special attention to research methods and theories.Part Two analyzes the interaction between the Shanghai economy and secondary vocational education as both have continued to develop. On the basis of investigation and research, this part examines the influence of the Shanghai regional economy on secondary vocational education, as well as the evolving situation of Shanghai-based secondary vocational education development.Part Three presents the best practices (gathered from the comparative experiences of vocational education development in other developed regions and countries) that have not yet been implemented in Shanghai and lays out a proposal for further vocational education development in Shanghai along those lines.Part Four lists the main problems in the Shanghai secondary vocational education system, including the imbalance between social appraisal and educational development, and the incomplete reaction mechanism in the supply and demand system. The internal and external causes blocking the development of the Shanghai secondary vocational education system are also discussed in this part.Part Five considers proposed measures for secondary vocational education development in Shanghai. This part offers developmental strategies for secondary vocational education in Shanghai that take into account local policies, the system guarantee, and the training goals of vocational education.
