To do the in-depth the research of secondary vocational education, is an urgent need to take a new road to industrialization and establish the new socialist countryside; is a reliable guarantee to transform the economic growth mode and improve the nation's competitiveness; is an important way to promote social employment and settle issues concerning agriculture, countryside and farmers; is also a direct means to promote the establishing of socialist harmonious society.The research recalled the developmental history of Chinese secondary vocational education, proved that China still needs to vigorously develop vocational education for a considerable period of time in current and future; refuted the attitude that secondary vocational education will vanish. Referring to the public theory, supply-and-demand theory, external theory and government functions theory, as well as accrual symmetry theory, it also analyzed the expenditure problem during the development of Chinese secondary vocational education, demonstrated that to develop Chinese secondary vocational education needs public finance provide minimum protection, with enterprises and industries participating investment, to share the tuitions of the people educated. According to the various problems occurred in the secondary vocational education—the decline of enrollees' quality, the difficult employment of graduates, the access system and qualification certification system policy, the negative participation of the enterprises and the training mode's not adjusting to the market .etc. It suggested seeking for the new ideas German, France, America and Britain by introducing and learning their experience of developing secondary vocational education.In the end, it came to the conclusion that in order to promote the development of our secondary vocational education, theoretically, it is needed to consider it in a scientific light, and practically to solve some major practical problem—correct the prejudice, improve the enrollees' quality, enlarge public finance investment, strengthen the building of the facilities, deepen education reformation, enhance the rank of secondary vocational education, transform the government functions, improve employment channels, and identify the specific measures in the form of laws for enterprises and industries to participate.
