With the social transformation of our country continuously, social conflicts, social problems have become more and more complex, the traditional means of government management has been unable to cope with the new situation and new requirements of the social management, the development of private social work institutions has become an inevitable choice. Shanghai is the birthplace of China’s social work, the development of the private social work agency is walking in the national front, however, found through literature study on Shanghai private social work agency development in recent years, currently one of the most prominent problems before the development of the private social work agency in Shanghai city is social work personnel erosion is serious, which has hampered the sustainable development of private social work agency. Loss of Shanghai private social work agency personnel with universality, the study also has a national value, therefore, the reality of Shanghai private social work agency personnel turnover, factors affecting the private social work agency personnel turnover, in order to meet the demand for social services is growing in China has become a pressing matter of the moment to develop private social work agency.This paper selects Shanghai Yangpu District and the district three private social work agency is more typical of the X, Y, Z as the research object, based on the status of these institutions personnel loss of detailed investigation, made a deeply analysis to the loss of private social work agency of Shanghai social work talents. The author thinks, the private social work agencies of social work talent loss is the result of many factors:from social workers personal point of view, the real pressure, occupation planning is not clear, lack the ability to work, psychological expectations deviation and Realization of self value is hampered by the main reason; from the social institutions level, salary and welfare, lack of competitive pay and reward is not proportional to the cultivation of talents, lack of development, development prospects and development occupation fuzzy resource dilemma is the main reason; from the aspect of social environment, society for male expectations too high, social identity is not enough and the policy implementation does not reach the designated position is the main reason.Therefore, this paper considers the problem requires a multi-pronged approach to deal with the loss of private social work agency of social workers, social workers, private social work agency and government and society should make efforts. Social workers must establish the value concept of professional, strengthen their own occupation learning; private social work agencies to improve the level of salary and welfare, improving human resources management mechanism, the relationship between optimization and the government and other market main body; the government should actively promote the optimization policy, strengthen the external environment construction.
