At present, on one hand, the pace of China’s reform and open is steady, the developing trend of people needs performs diversity. On the other hand, our China is experiencing a critical period of social transformation, social contradictions become increasingly prominent. Social work agencies emerge as the time requires to meet the needs which can’t achieve because of " government failure "and " market failure " of people especially the vulnerable ones, also to ease the social contradictions to make more people get benefits from the Reform and Open. The social work agency is an important carrier of social work service function, is a good helper to assist the government effectively implementing various social welfare services, is also a type of professional non-profit organization. With the social agency playing more and more important role in social development, to research how one social agency operates internally can achieve most benefits in service effectiveness, and how the government influences the social work agency’s operating externally are meaningful for one social work agency’s benign operation and sustainable development.After nearly ten years of development, Shanghai has formed its unique operating patterns as a pioneer in the development of social work agency in our country. It provides valuable experience for social work agencies’ effective operation in other regions by its advantages and disadvantages. Therefore, this paper selects three typical social work agencies in Shanghai, to compare and analyze its operating pattern, to put forward reasonable suggestions and solutions, and try to find the benign operation mode generally applicable to various social institutions.This paper divides the operating pattern of social work agency into five dimensions, which are respectively the funds management, human resource management, institution management, project management and social support. And it takes the strengths perspective, the modern theory of motivation, the empowerment theory and the social support theory as the theoretical foundation. Then the paper analyzes and discusses each dimensions, and presents specific proposals aiming to the five dimension. Finally it advocates that at one level, the government should play an important role of providing capital, resource support and giving guidance to the social work agency in its initial phase of operation, and gradually empowers with its growth, and at last the relatively equal relation between social work agencies and government dan come true. At the same time, social institutions themselves are supposed to improve the level of the internal management, learn from Hong Kong, Taiwan and foreign non-profit organization operating pattens in five dimensions, and realize the independent, efficient, and sustainable operation.
