The open education system which allows the transfer of undergraduate students in universities during their studying years helps promoting students in adjusting themselves into the social needs and in the achieving of their personal goals. In this thesis, the writer mainly focuses on the research of in-school transfer and inter-school transfer among Chinese universities. As the test field of students transfer system, the change of studying subjects has been popularized among universities at home. In this study, some of the universities will be briefly researched; one key university and regular university will be the researching focus of this study about in-school transfer. Currently speaking, the inter-school transfer hasn’t been realized in any of the universities in mainland China. The researching purpose of this study is to compare the transfer systems between American universities and universities in China and hope to reach some suggestions for the reform.The first part of this thesis is the introduction of the research topic, research purpose, bibliography, research content, methodology and important concept definitions about the study. he writer focus on the analysis of the reason for school transferring which includes the undesirable choosing of majors, lack of interests, failure in entrance examination, etc. Thus, in the third chapter of this thesis, several universities have been chosen as brief research target and other two universities in Shaanxi Province are researched in detail. The study findings are like this:although the in-school transfer is popularized nation-wide, the transfer range is comparatively limited. The limitation shows in aspects like choosing of majors and differences in major transfer for different schools. Problems in inter-school transfer lies in that most students cannot go to better universities with their low marks but refuse to study for one more year in high school to rejoin the college entrance exam. In chapter four, The writer’s research finding is that the reason caused this limit in school transfer is that no completed policies published by government; the planned economy system is influencing the education system; the management system are need to be updated. These research finding showed the students’ tendency in school transferring.The fifth part of this thesis studied the transferring statues of three universities in America (Harvard, Berkley School of California, and South Carolyn University). The research shows that graduate students in America acquire more autonomy in school transferring. They would transfer their majors easily by proper application procedures and permit ion of responsible teachers in the university. American students can acquires higher education through various choices so that school transfer is quite common phenomenon in the country. With these studies, the writer reached the conclusion that the education management of universities should change from the view point of students to that of the students, the management system should change from strict one to a more flexible one and the opportunities for higher education should be verified. The last part of this thesis promotes several suggestions for the reform of school transferring policy:first, focus of education management should be moved from institutions to students; then, planning of study and career awareness should be taken great importance; thirdly, convenient policy for school transfer should be developed under the precondition common education and students’credits certifications. In the end, better communication passages should be built among universities.
