Research On OTT Model Of Technology Transfer In American Universities

University technology transfer plays an important role in the innovation system and becomes a key factor in enhancing the innovation ability of universities and countries.Nowadays,under the background of national innovation-driven development strategy,technology transfer has been mentioned as a national strategic height and has become an important factor in enhancing national competitiveness.In 1970,Stanford University in the United States initiated the Office of Technology Transfer(OTT)and achieved great success.After that,American universities followed the example of Stanford University to adopt the OTT model of technology transfer The United States was the first country to be the most successful in university technology transfer.Based on this,this paper makes an in-depth analysis of the OTT model of American university technology transfer,learns the advanced experience of American University technology transfer and provides reference for the reform and development of university technology transfer in China.The OTT model is one of the American university technology transfer model.This paper uses the historical analysis method to sort out the historical development of the universitytechnology transfer model.The connotation,organization and operation of the OTT model are analyzed.And this paper reveals the four driving factors of OTT model: a series of perfect legal policies,perfect fund system,entrepreneurial culture and professional organization management;OTT has the characteristics of financial independence,flexible operation process and focus on marketing links in university technology transfer.Based on the successful practice of American university OTT model and the status of the universities technology transfer in China,the author puts forward some suggestions for improving the technology transfer level in Chinese universities: perfect and implement the supporting policies for the universities technology transfer of relevant universities;increase incentives and promoting each main subject actively participates in the universities technology transfer;strengthen industry-university cooperation,and formulate strategies for universities technology transfer.
