Since its foundation in1952, the college entrance examination has gone through sixty-year history or so. Although it saw a lot storm,she has conveyed a large number of potential personnel to universities and made a contribution for China’s economic and social development. With the continuous development and progress of our society, contradiction between the diverse needs of the community and the single evaluation of content and manner of the college entrance examination has became increasingly intense. As the total score is the college entrance admission criteria, those who have special talents and outstanding contributions were probably unable to squeeze through and pass the college entrance examination,in the end missed the opportunity to receive higher education. Increasing international competition for talents among the world makes us take cultivating cutting-edge talents into the agenda. To some extent,it is precisely those who has special talents are more likely to become leader talents after receiving proper higher education. In this sense, it is extremely urgent to make exceptional admission college admissions institutionalized.The national medium and long term program for education reform and development (2010-2020)has point that colleges and universities need to accelerate the reform of the existing entrance examination system and form multi-admission system, including merit-based admission, exceptive admission, orientation admission, recommend admission and autonomous admission. With the theme of exceptive admission, this paper integrates literature, content analysis, case studies and comparative study to expand research. This thesis is divided into five parts, along the train of thought of "background elaborate-necessity analysis-feasibility analysis-future prospects".The first chapter elaborates the background of college exceptive admission, clarifies the relative concepts, combed the change progress of admission criterion and makes a foundation for subsequent chapters;Based on the theory of education fairness and multi-intelligences, along with the urgent need of talents in society, the second chapter analyzes the necessity of the implementation of the college exceptional admission;From the perspective of the time, namely before and after the founding of Republic of China, the third chapter combs and analyzes part of exceptional admission cases; Meanwhile, taking Tsinghua University and Sichuan University for instance, it studies how these two research universities recruit special talents, and summed up the development revelation of college exception admission;The fourth chapter reproduces the diverse college admission system in the USA, and pays more emphasis on the American special admissions policies in university, aiming at learning its experience;Form three points---related systems, friendly external implementation atmosphere and powerful regulation environment, the last chapter proposes implementation recommendations for college exception admission in order to make it institutionalized and standardized.
