With the continuous deepening of the reform and open-door policy and economic development, urban-rural split of the dual socio-economic situation has undergone great changes, in order to meet the urban-rural integration and build a "harmonious society", a variety of social policies have experienced substantial adjustment. As one of the China's most influential public policy—family planning policy has a certainly necessity adjustment combined with other social policies in order to adapt to this trend and thus promote social and economic stability and rapid development. This paper hence demonstrates, by analyzing the survey data from the filed research (Foshan City, Guangdong Province; Suzhou City, Jiangsu Province; Chongqiong City) together with the experience in the pilot zones implementing two-child policy, and then it addresses the feasibility of carrying out a unified two-child policy for both urban and rural areas. In order to better implement the above policy, in the last part of this article, several policy suggestions have presented. The article also makes some considerations about the supporting measures, because the population policy can not be isolated, optimization of the family planning policy is a common need for many related policy to support, and therefore, the adjustment of family planning policy must be integrated with the household registration policy,social security policy and land policy etc, in order to make a full accomplishment of the family planning policy.
