Community education abroad has a history of more than one hundred years,both in terms of practice, research, or theory has been relatively mature, manycountries on a pair of community education development path suited to its nationalconditions. Since China’s reform and opening up, the party and the governmentattaches great importance to the education community work, have issued somepolicies and measures to promote the development of community education, took thelead in the eastern coastal developed cities to carry out the pilot work of communityeducation, and then successively established the experimental area, demonstrationarea, the community education is strengthened in both breadth and depth. The westernregion of China, due to the relatively backward economy and culture, the ordinaryschool education development is not mature, so the state does not require extensivecommunity education, but with the development of the western region economic andcultural, community education it is necessary to put on the agenda, people need theestablishment of lifelong education and learning community.BinChuan as a large agricultural county in Yunnan province, residents areincreasingly wealthy, but people’s cultural quality is not very high, it not conducive tothe sustainable development of struck Binchuan. Countries after the sixth plenarysession of the seventeenth, attaches great importance to cultural construction, andintroduced some cultural huimin measures, in a strong guarantee funds, hoping toimprove citizens cultural quality and moral standards; BinChuan also responded toan appeal by the state and cultural huimin policy, strongly promote the culture ofhardware facilities construction at present stage. Based on national and localgovernment attaches great importance of cultural construction, the author hopes to dosome research work, for BinChuanXian community education development in thefuture to strengthen the construction of cultural software to provide accurate status,some ideas and countermeasures.The author mainly adopts questionnaire method and interview method, tryingto find out BinChuan community education actual situation, existing problems, and toanalyze the causes of problems, and puts forward countermeasures. The full text is divided into five parts:The first part is introduction, mainly introduces the research purpose, researchmethod and train of thought, the development of community education and researchconditions at home and abroad;The second part is a theoretical basis of related concepts, research and policybasis;The third part is to investigate the situation, including the departments at thecounty level to carry out the community education, community education entity tocarry out the situation, as well as sampling for community education. Through thisthree parts generally reflect BinChuanXian community education;The fourth part introduces BinChuanXian community education results,analysis of existing problems and reasons;The fifth part is aiming at the problems BinChuanXian community education,and put forward development countermeasures.
