A Study On The Present Situation And Countermeasures Of Teachers' Flow In Compulsory Education In Ethnic Autonomous Counties

Compulsory education is an important part of the national education system, andit’s also the foundation of economic, cultural, and political development, promotingthe comprehensive development of man. China was founded sixty years, compulsoryeducation achieved leapfrog development, made many fruitful results. Teachers arethe basic guarantee for the development of compulsory education, the teacher groupswho have a stable structure, ideological progress, high cultural level and professionalquality are the key to promoting the development of compulsory education. With thedevelopment and prosperity of socialist market economy, increasingly frequent flowof personnel, teachers of compulsory education as a part of the talent, flowing into thetide. How to retain good teachers, how to attract outstanding teachers, how topromote the rational flow of teachers and the balanced development of compulsoryeducation, are the problems which educators and study need pay attention to.The teacher flow problems become the hot focus of domestic and foreigncountry, reasonable teacher flow can optimize the structure of teachers, enhance thevitality, promote the development of education, but it does not mean that fast flowingof teachers the is always a good thing. On the basis of a lot of literature, through thediscovery of empirical investigation of flowing conditions of compulsory educationteachers in Yunnan province Xinping County, the author finds that status of theflowing of teachers in compulsory education in Xinping county is not optimistic,flowing groups are mainly young teachers and senior high education; flow channelsare the graduates employment distribution; flow direction, mainly from the countyrural schools to one-way flow of urban school. And through the interview survey todiscover the reason for this unreasonable flow: the lack of teacher material treatment,the uncompleted of the school management. According to these reasons, combinedwith the current situation, considering promoting the rational flow of teachers andnarrowing the education gap of county city countryside, realizing fair education target,basic principle of balanced development of compulsory education, put forward to promote compulsory education teacher flow in Xinping County. We suggest thatincreasing government funding, improving teachers’ treatment, improving schoolmanagement and the teachers’ job satisfaction; strengthening teacher training,providing a platform for the development of teachers; completing policies andregulations, keeping the flowing of guarantee teachers regularly and reasonably; toenhance the education of teacher occupation morality, improve teachers’ moralaccomplishment.
