At the beginning of the21st Century, China has basically completedthe development target of nine-year compulsory education. In the last ten years wehave made some achievements in the stage of compulsory education but there arestill many problems, of which the biggest one is the imbalance of the allocation ofeducation resources in compulsory education stage. Compared with other variouskinds of education resources, the human resources distribution of teachers are morerelatively serious. To allocate the teacher resources reasonably, our country hasissued some policies and measures. As is provided in The National Outline forMedium and Long-term Education Reform and Development (2010-2020) publishedin2010: Teachers and principals exchange system would be carried out amongcounties (or districts); The compulsory education development mechanism of theintegration of urban and rural should be established and focus on the funding, schoolconstruction, and teacher resources allocation on rural areas.According to the characteristics of the education development of our countryand the experience from abroad, the flow of teachers has become the main meansof teacher resources allocation in the process of making the teacher resources balancefor the compulsory education. There is no doubt that it is definitely a good choice inthe pursuit of education fairness and the construction of a harmonious society oftoday. However, I have learned that a lot of problems have arisen in the process offormulation and implementation of the teacher flow policy. The enthusiasm ofteachers for the flow policy is not high and some are even negative,which affect thenormal teaching order. Based on the education reality, the thesis does a research on acounty in the way of questionnaire as well as interview survey.The factors influencing the flow will of teachers are analyzed,which mainly include institutionalfactors, economic factors and personal factors at the county level administrativeregions,Based on the current situation of the flow of teacher resources in S county,AnHui Province, the article explores the causes which restrict the flow will ofteachers by the results of analyzing the actual data. On this basis, according to thetheory of motivation and human resource management theory, some correspondingpolicies and recommendations are put forward in the article. For example,at an institutional level, it is necessary to strengthen educational legislation andsupervision mechanism to improve the teachers’ management system in compulsoryeducation stage. At the economic level, the capital investment in rural areas is to bestrengthened. At the individual level, understanding the needs of teachers, changingthe concept of teachers, and improving teachers’ professional happiness should bedone.
