In today's world,the competitions of comprehensive national strength are competitions of talents in fact.Talents have gradually become more and more important strategic resources to promote economic and social development.The cultivation of talents depends on the support of education.Education is an important way to improve the all-round development of people and to promote the comprehensive quality of people,is an important cornerstone of national rejuvenation and social progress,and has decisive significance for the cause of the great rejuvenation of the Chinese nation.Teachers are the foundation of the development of education,and the key to improve the quality of education and to run the education of people's satisfaction.Through the teachers' flow,the functions of teacher groups in carrying culture,propagation,and radiation were exerted,improving teachers' development,promoting the development of education,and fully excavating and exerting cultural powerful functions on the development of individual,society,country and human beings.Compulsory education is an important part of national education system in our country and is the foundation of the national education.The flow of primary and secondary school teachers in compulsory education stage profoundly affect the development of basic education in China.However,with the development of the socialist economic system,the state's investment in school funds and hardware facilities has been gradually improved.The offering education gap between urban and rural areas are narrowed,but,on the contrary,the gap between urban teachers and rural teachers is gradually widening and presents a state of imbalance that teachers' flow is unidirectional.The teachers from the poor rural areas flow to the urban schools,the teachers from the general schools flow to elite schools and the teachers from elite schools are reluctant to outflow.This phenomenon renders the teachers being in the stage of resource shortage,bad conditions and low income outflow badly,which results in emergence of the Matthew Effect that "the poor are poorer,while the rich are richer" in development of education.Beijing C district as the object of investigation,carries on the empirical research.Through the questionnaire survey and case analysis,we can analyze the present in balanced situation of the teachers in compulsory education stage flowing and influencing factors,and combining the existing experiment " managed by the county and used in school " policy to put forward the feasible suggestions,hoping those suggestions provide new ideas to solve this flowing imbalanced issue.
