The scientific and reasonable flow of teachers in compulsory education is an important guarantee for the balanced development of Education. The level of teachers’ power directly affects the teaching level of the whole school. It is an important measure to promote the balanced development of compulsory education to optimize the allocation of teachers and to eliminate the gap between urban and rural schools.However, in recent years, with the rapid development of market economy, the difference of economic development between regions and regions is obvious. In some areas, the economic development of the region is becoming more and more serious. The flow of teachers is also greatly influenced by economic development. The trend of teachers’ flow is from the backward economic development to the local flow, which is good to the economic development, and the rural education in the rural areas is weak. This kind of one-way flow has aggravated the unbalanced development of education. The compulsory education school teacher flow, especially within the county compulsory education school teachers flow factors were studied, to promote the balanced development of urban and rural compulsory education, is an important theoretical and practical significance.In this study, literature review, questionnaire survey, interviews, qualitative research and quantitative research will be combined. By taking X County in Hubei Province as an example, the resistance of the flow of teachers in compulsory education schools in the county area is systematically studied. Analyze the factors that restrict the flow of teachers, and find the way to solve the problem. First, introduce the basic situation of the teacher flow of compulsory education in X County, including the overall distribution of schools, teachers, school conditions, traffic conditions etc. Secondly, it’s the introduction of the policy system of teacher mobility in the X County from all aspects of the policy system. Combined with the data of X County Teachers’ flow in recent years, analyzing the number, age structure, professional title structure, subject structure and flow structure in depth, to summarize the existing problems. And mainly combined with field interviews and questionnaire surveys to analyze the teachers’ awareness of the flow of teachers. Then, through in-depth analysis of the factors that affect the flow of teachers in the county compulsory education schools, to find out the reasons that affect the smooth development of teachers, respectively, from the three aspects of teachers personal factors, school factors, government security measures to carry out a detailed analysis. Finally, based on the overall situation of the balanced education development, coordinate the interests of all parties, to break the constraints of factors, put forward countermeasures and suggestions to promote the flow of teachers. Respectively from the strengthening of publicity and education, to promote the concept of change, to strengthen the support of educational funds, to protect the professional development of teachers, teachers concerned about the life of the four aspects of the in-depth analysis. It is hoped that this study can provide some effective suggestions and Countermeasures for the development of the theory and practice of the compulsory education school teachers in the county.
